The business description section has been removed from Google Business Page dashboard to be replaced with the ability to edit attributes.
The following statement was added to the Google My Business product features.
The Introduction / description field is no longer editable in Google My Business. It only displays to users in Google+, and may still be edited there. Editing of attributes, coming soon to all Google My Business views, will be an improved way to describe your business to users on Google Search and Maps
Still Visible and Available in Google+
If you are viewing your business page inside Google+ ( in Classic Mode ) then the business description is still visible and has not been removed. However we can assume that it is no longer used by Google.
Switching to the New Google+ display shows the Tag Line or description still available and editable.
Should I still Bother?
The business description has probably been discounted now in terms of usefulness moving forward, but this is still a social profile that is included in search results and hey I get visitors to my Google+ page, so it still makes sense to include a business description or tag line if using new style for my visitors if nothing else.

Until this rolls out and it what form, it is anyone’s guess, but since May 2015 Google has been asking users questions about businesses.
Recently they ramp’d this up by actually notifying you that you were at a location and can you answer some questions.
It could also expand to facilities, brands stocked, other services, who knows we shall have to wait and see.
Whats certain is that Google believes that they / their algo knows more about your business then you the business owner.
